Shri Shammi Khan completed his graduation from Punjab University, Chandigarh, and graduation in Law in 1994 from Rohilkhand University, Bareilly. He enrolled as an Advocate with the Bar Council of Punjab and Haryana, Chandigarh, in January 1995 and started practice at the District Court and the Punjab and Haryana High Court. Subsequently, he started practice before the DRT, DRAT and CAT at Chandigarh. He specialized in bank recovery matters before the DRT, DRAT and the Punjab and Haryana High Court, and in service matters before the CAT and the Punjab and Haryana High Court. He served on the panel of major banks, viz. SBI, CBI, UBI, OBC, UCO Bank and Canara Bank, for cases before the DRT, DRAT and the Punjab and Haryana High Court, Chandigarh. He also handled Central Government cases as Central Government Counsel (Union of India) before the Punjab and Haryana High Court. He practised as an Advocate for 22 years from 1995 till January 2016. Thereafter, he was appointed as Presiding Officer of the newly established Debts Recovery Tribunal, Dehradun, for a period of five years w.e.f. 19.02.2016 to 18.02.2021. During his five-year tenure as Presiding Officer at DRT, Dehradun, and DRT, Allahabad (Additional Charge from October 2018 to December 2020), cases were decided expeditiously (DRT, Dehradun – 2600 and DRT, Allahabad – 2343; Total – 4943), and pendency was reduced significantly. He attended a Seminar on Debt Recovery conducted by the Department of Financial Services, Ministry of Finance, Government of India, at the State Bank of India Academy (Gurukul), Gurugram (Haryana), in November 2016. He also attended the National Seminar of Presiding Officers of DRTs in December 2017 at the National Judicial Academy, Bhopal. After demitting the charge of Presiding Officer, Debts Recovery Tribunal, Dehradun, on completion of his five-year tenure in February 2021, he reverted to the legal profession as a practising Advocate before the Punjab and Haryana High Court, DRAT and NCLT, Chandigarh, till his appointment on 20th February 2023 as Member (Judicial), NCLT, Delhi.
