Shri Mahendra Khandelwal was born on 08th March, 1963, at Gwalior. He completed LL.B. (1985) and LL.M. (1988) from Jiwaji University, Gwalior. He enrolled as an Advocate in 1985 and practised in the Madhya Pradesh High Court. He worked as Assistant Professor and Head of the Department of Law at Madhav College, Gwalior, for 12 years. He joined the Ministry of Law and Justice as a Member of the Indian Legal Service and served as Assistant Law Officer, Deputy Law Officer, Additional Government Advocate and Senior Government Advocate from 12.07.2001 till 11.01.2023. He drafted and assisted in drafting many Law Commission Reports during the period from 2001 to 2006. He rendered legal advice/comments to different Ministries of the Central Government on many important issues. He was instrumental in many policy matters of the Department of Legal Affairs, such as amendments to the Arbitration and Conciliation Act, 1996 (2015), enactment of the Commercial Courts Act, 2015, and drafting of many schemes and policies. He assisted the Joint Committee of Parliament on (a) "Office of Profit", (b) IBC, 2016, and (c) the Personal Data Protection Bill, 2019. He was a Member of various Task Forces of the Central Government and a Member of the Quality Review Board of Chartered Accountants. He joined as Member (Judicial), NCLT.
