Mr. K. Biswal obtained his M.A. and LL.M. from Utkal University, Odisha. He commenced his career as an Advocate under the Judgeship of Puri, Odisha, in 1988. Over the years, he held several important positions, contributing significantly to the legal field. He served as Assistant (Legal) in the Legislative Department, Ministry of Law & Justice and Company Affairs; Assistant Public Prosecutor in the Government of NCT of Delhi; Assistant Legislative Counsel (Grade IV of the Indian Legal Service); Deputy Legislative Counsel (Grade III of the Indian Legal Service); Additional Legislative Counsel (Grade II of the Indian Legal Service); Joint Secretary & Legislative Counsel (Grade I of the Indian Legal Service) in the Legislative Department, Ministry of Law & Justice from 1994 to 2017; and Director (Legislative Counsel) in the Ministry of Railways from September 2010 to March 2013. He also served as Secretary/Registrar in the Debts Recovery Tribunal, Cuttack Bench, Cuttack, from 2005 to 2007, and Registrar/Secretary in the Central Administrative Tribunal, Kolkata Bench, Kolkata, from 2013 to 2014. From 2017 to 2023, Mr. Biswal held the positions of Additional Secretary and Special Secretary in the Legislative Department, Ministry of Law & Justice, and Member Secretary in the Law Commission of India, Ministry of Law & Justice. In recognition of his contributions, Mr. Biswal was honoured with the "Great Son of India" Award in 2022 by the Hon'ble Governor of Andhra Pradesh, Shri Biswabhushan Harichandan. He also successfully completed the International Trade Law course under the Singapore Cooperation Programme Training Award. He served as a Member of the "Committee to Advise on Valuation Matters" under Rule 19 of the Companies (Registered Valuers and Valuation) Rules, 2017, under the aegis
