Shri Banwari Lal Meena, Member (Technical), National Company Law Tribunal, Cuttack Bench, Cuttack Bench, was born on 1st August 1963 in Jhunjhunu District, Rajasthan. An IRS officer of the 1988 batch, he superannuated as Chief Commissioner of Income Tax on 31st July 2023 after 34 years of distinguished service to the Government of India. He holds a Postgraduate Degree in English Literature from the University of Rajasthan, Jaipur (1995). He obtained his LL.B. from Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) with distinction, securing a Gold Medal in Constitutional Law and Taxation Law and third university rank. He also earned an LL.M. in Constitutional Law and Administrative Law with distinction from RTMNU. During his 34-year career, he acquired extensive quasi-judicial experience in adjudicating Income Tax appeals involving corporate and non-corporate sectors. He handled assessments of corporate and non-corporate entities, including search and seizure assessments of individuals, firms, companies, share and stock brokers, and notified persons following the 1993 securities scam. He served in Investigation, Audit, Systems, and Headquarters Administration, and as Senior Departmental Representative before the Income Tax Appellate Tribunal across Mumbai, Pune, Nagpur, Karnataka, Tamil Nadu, and Gujarat. He received an Appreciation Award from the Member (Revenue & TPS), CBDT, New Delhi, for his outstanding appellate orders. His orders were recognized by CBDT and featured in "Let Us Share – A Compilation of Best Practices & Orders", Volume VII, released 31st October 2016. Shri Meena possesses expertise in formulating substantial questions of law and decision-making on filing appeals and Special Leave Petitions (SLPs) before High Courts and the Supreme Court in Income Tax matters. He attended a two-week Seminar on Tax Structure at the University of Maryland, Washington, U.S.A. (2014), the Capsule Course on Legal Aspects and Legal Matters for IRS Officers at National Law University, Delhi (2016), and a one-week Residential Training Programme on Administrative Effectiveness at the National Productivity Council, Udaipur, Rajasthan.
