RAMASAMYCondensed lengthy professional biography while excising personal interests Condensed lengthy professional biography while excising personal interests Shri Ravichandran Ramasamy, an IRS officer of the 1987 batch, retired as Principal Chief Commissioner of Income Tax, Tamil Nadu and Puducherry, in April 2023 and subsequently served as Advisor to Kalakshetra Foundation, Chennai. He holds a Master's Degree in Management and is pursuing a Ph.D. in Finance focusing on Corporate Governance. He has had extensive exposure both within and outside the Income Tax Department. He served on deputation with the Directorate General of Shipping as Deputy Director General from 1994 to 2000 (six years) and with the Securities and Exchange Board of India (SEBI) as Chief General Manager (Investigation & Surveillance) from 2003 to 2007 (four years). During his SEBI tenure, he handled sensitive investigations including IPO scam and penny stock manipulation cases, and instrumental in establishing the Integrated Market Surveillance Systems (IMSS) project. As Principal Director of Income Tax (Investigation), Bengaluru, for six years, he oversaw search and seizure operations and conducted high-profile searches. He subsequently served as Director of Income Tax (Intelligence and Criminal Investigation), Karnataka & Goa, for two years, managing intelligence gathering and data mining operations, including the CBDT Data Analysis Project during demonetisation and the Income Declaration Scheme (IDS). From 2009 to 2013, he served as Additional Director General of Income Tax at the National Academy of Direct Taxes (NADT), Nagpur, training five batches of IRS induction and other in-service programmes. He contributed to various Ministry of Finance committees on Prevention of Money Laundering Act and Cross-Border Taxation legislation. He has published papers in journals, presented at international conferences, and served as OECD faculty on International Taxation, Transfer Pricing, and Treaty Issues in South Korea. Notable contributions include preparing the Digital Evidence Investigation Manual (released October 2014), contributing to CBDT's first Data Analysis Manual (2016), and drafting Guidance Notes on crypto transaction taxation. He led survey operations on 11 cryptocurrency exchanges nationwide, resulting in significant data collection on undisclosed investments and tax evasion detection.
