Shri Umesh Kumar Shukla, an officer of the Indian Cost Accounts Service (ICoAS), superannuated on 30th June 2023 from the post of Chief Adviser Cost, Ministry of Finance, Department of Expenditure, a Secretary-level position. As Chief Adviser Cost, he managed cadre operations of 230 ICoAS officers and advised Central Ministries/Departments and Government Undertakings on finance and cost accounting matters. His responsibilities included conducting cost and price-related studies for Government Ministries and providing financial advice to the Finance Secretary and other Departments. Key study reports completed under his supervision include Analysis of Financial Position of Big Business Conglomerates; Reduction Areas for Fertilizer Subsidy; Base Index for Value Added Tax on Natural Gas in Urea Manufacturing; Profit Margin Analysis on Medicines by Pharmaceutical Companies; and Viability Analysis of Urea Manufacturing Units. He was an Ex-Officio Member of the General Body chaired by the Finance Minister and a Board Member of the Arun Jaitley National Institute of Financial Management. With over 38 years of professional experience across private and public sector organizations, Central/State PSUs, and Government Ministries, his major achievements include: contributing to defence procurement guidelines, resulting in savings exceeding ₹20,000 crore for LCA (Mk1A); refining Government policy on user charges in the General Financial Rules 2017; and formulating nutrient-based pricing for complex fertilizers. During his five-year tenure at the Central Electricity Regulatory Commission, he contributed to developing regulatory frameworks for tariff, inter-state transmission, and trading. Two principles he initiated—considering original capital cost instead of transfer price for tariff determination and excluding Government Grants from capital base—were upheld by the Appellate Tribunal and Supreme Court. He also contributed to rationalization of coal linkage to power plants, resulting in reduced power tariffs. He holds multidisciplinary qualifications: Post Graduate Degree in Commerce (1983), Cost and Management Accountancy (1984), Company Secretary qualification (1988), Graduate Degree in Law (1992), and Post Graduate Diploma in Public Policy and Management from IIM Bangalore and Syracuse University (2009). He received admission offers to Doctoral Programmes at IIM Ahmedabad and IIM Bangalore and received PGPPM Visiting Fellowship at IIMB. His publications include research papers in Energy Policy, The Electricity Journal, and Journal of Indian Business Research; a book on "Indian Electricity Market"; and contributions to international conferences at IIM Bangalore, IIT Kanpur, and Syracuse University. He held professional positions including Regional Council Member (2004–07) and Chairman, Coaching Committee/Vice Chairman (2004–06) of the Northern India Regional Council of the Institute of Cost Accountants. He also served in various capacities with ICSI and was a Member of the Screening Committee for the National Award for Excellence in Cost Management–2006.
